Barker Grove - Local Area Traffic Management (3rd stage)

This consultation has concluded

Following an earlier questionnaire and public meeting held in December, Council is now seeking an indication of your support or otherwise into the possible installation of specific traffic calming/control treatments.

Consultation so far...

This is the third stage of the consultation process and although a very good response and indication was received from the initial questionnaire, only 5 homes were represented at the public meeting held on the 10 December 2014.

This meeting enabled many questions to be answered and gave the opportunity to explain the pros, cons and viability of various options for traffic calming and control devices. Traffic and crash data was also discussed in detail.

Issues

While Council has been advised of a number of various issues, by far the 2 most common issues
reported were the speed and volume of cut-through traffic. The 3rd most common comment related to parking.

Considering the feedback so far and what measures are appropriate and generally supported at the public meeting, the plan on the rear of this sheet indicates the location of various devices aimed at addressing the issues raised.

It is acknowledged that different people have different perspectives on both the extent of traffic issues and the most suitable treatment(s) to address them.

It is therefore crucial that you take this opportunity to get involved and provide an indication of their support or otherwise for the various options being offered.

Council has an allocation in this year’s budget for construction work should any be identified by this process. Any work would be
designed and tenders sought early 2015 for construction before 30 June 2015.

Update

Over the past months Council has consulted with the residents of Barker Grove on the installation of traffic calming treatments. Traffic calming treatments for Barker Grove will not be considered further in response to the results of the consultation. The proposed measures all received insufficient support to be considered further.

Council undertook to consult on the potential installation of calming measures on Barker Grove in response to resident concerns of motorists speeding and using the grove as a ‘cut through’ route. Throughout the consultation solutions to these traffic issues were put forward by Council for community comment.

A small number of Barker Grove residents feel strongly about the need to pursue a right turn ban from Portrush Road into Barker Grove during peak traffic times.

Council has requested the Department for Planning Transport and Infrastructure (DPTI) to consider installing a No Right Turn on Portrush Road effective 8 am to 9 am Monday to Friday. A right turn ban in the afternoon peak is considered inappropriate based on traffic survey results and will inconvenience many local residents.

Should the request for a No Right Turn ban be supported, Council will undertake new traffic surveys of potentially affected streets prior to any changes being made, and then again following a ‘bedding in’ period, to assess the impact of the ban on the traffic patterns of other streets.
