The Draft Sponsorship and Donation Policy outlines how the City of Burnside administers sponsorship and donation, to and by Council with the corporate sector, private individuals or community groups. Sponsorship and donations are undertaken or entered into, in order to help achieve community, individual or business objectives. Sponsorship activities are separate to any grants provided through the Council’s community funding programs.

The Draft Policy aims to guide decision making in relation to providing and accepting sponsorship and donation activities and will provide a clear process of what our community can expect from these important community building transactions.

The Policy

This Draft Sponsorship and Donation Policy, works in association with existing Council policies, such as the Draft Community Funding Policy and the Fees and Charges (Non Rates) – Waivers, Discounts and Subsidies Policy and will influence sponsorship and donation transaction outcomes to and by the City of Burnside.

Council has an adopted Sponsorship Policy but the recommended changes to this policy are aimed at increasing transparency, opportunity and accountability in the processes of giving and receiving sponsorship and donation to and from the City of Burnside.

Sponsorship

A sponsorship is a commercial arrangement in which a sponsor provides a contribution in money or in kind support to an activity in return for certain specified benefits.

Sponsorship can be provided:

  • By Council, in support of related and worthwhile private or public sector activities. This is referred to as providing or granting sponsorship in this draft policy.
  • To Council, by the corporate sector or private individuals, in support of a Council activity. This is referred to as accepting or receiving sponsorship in this draft policy.

Donation

A donation (including unconditional gift, bequest or endowment) is a provision of cash or items of value with no return benefits expected. Council, an individual or an organisation may make a donation. Only an individual can make a bequest.

Donations include:

  • Donation - an act or instance of presenting something such as a gift or contribution
  • Bequest - a disposition in a will (legacy)
  • Endowment - the property or funds with which an institution or person is endowed.

The Draft Policy has definitions of what is acceptable and unacceptable transactions and processes for the undertaking of sponsorship and donation and accountabilities to be met when a sponsorship or donation is given or received.

A Community Development Strategy is being written by Council and in conjunction with this Draft Policy and the Draft Community Funding Policy, it is anticipated that Council will achieve greater outcomes for the support of community development and wellbeing in the City of Burnside in collaboration and with the support of residents, businesses and local communities. Focus Groups will occur in the next few months for the Draft Community Development Strategy and it will itself be available for your viewing and comment mid-year.

Community Engagement

Council is seeking feedback on the Draft Sponsorship and Donation Policy before it is adopted.

You are invited to provide us comment on the Draft Policy to indicate that it fulfils your expectations and desires for the provision of community funding from the City of Burnside to its community, or to suggest ideas or provide comments for consideration.

Next Steps

Your responses will be reviewed and collated. Amendments will be made accordingly to add value to the Draft Policy. This amended Draft Policy will then be presented to Council in a report that highlights changes have been made to the Draft Policy. Council will then consider the amended Draft Policy for adoption. The adopted Policy will be able to be located on the Council Website.

It is anticipated that the report for the adoption of the amended Draft Policy will be presented to Council at its meeting of 28 March 2017.
