Consultation has concluded

**UPDATE**

At their meeting on 24 May 2022, Council resolved:  

  • to progress the installation of three  driveway link traffic control devices on Coach Road during the 2022/23 financial year, subject to a feasibility assessment, further community consultation and allocation of an additional $200,000 in the 2022/23 Annual Business Plan and Budget.
  • that during the 2022/23 financial year the following additional traffic calming initiatives would be progressed:
    • The installation of an additional LED speed detecting variable message sign on Coach Road just east of Knox Terrace; and
    • The installation of additional static ‘reminder’ signs.
  • To contact SAPOL to specifically request that they include Coach Road Skye as a location for regular monitoring and placement of speed detection devices.
  • That during the 2022/23 financial year, Council investigates and consults on: 
    • The potential upgrade of the flood/security lighting at the Skye Lookout;  
    • The implementation of public street lighting on Coach Road, Skye; and  
    • Receives a Report outlining the results and recommendations to Council for consideration ahead of the 2023/24 Annual Business Plan and Budget process.

In November 2022 Council consulted with the residents of Coach Road seeking support for the installation of street lighting along the full length of the road. The residents supported the installation of lighting at intersections only. New street lighting was installed on Coach Road at the intersection with Bishop Street, and on the corner adjacent property number 102 Coach Road. This new intersection lighting significantly improves road safety with lower night time visual impact to the amenity of the residents on Coach Road.

The LED speed sign located on Coach Road east of the intersection with Knox Terrace was relocated further east along the road. A second LED speed sign has been installed on Coach Road south of The Parade.

At the intersection of Coach Road and Bishop Street, raised reflective road markers (cats eyes) and upgraded advance warning signs are in place at this intersection.

The upgrade to the Skye Lookout LED floodlighting will occur in the 2023/24 financial year.

The consultation - July 2022

In response to concerns raised by Skye residents regarding car crashes and speeding on Coach Road, the City of Burnside is undertaking an extensive safety program and is seeking community feedback on the installation of street lighting and driveway links.

Background

Six crashes have been recorded on the 2.4 km length of Coach Road since 2016, including three separate crashes in 2022 at the intersection of Coach Road and Bishop Street. It is understood that excessive speed was the main contributing factor in all these accidents.

While the reckless driving behaviour of individuals is out of the control of Council, installing traffic calming measures on Coach Road is the most viable and effective solution to reduce speeding and increase resident, motorist and pedestrian safety.

Safety program

To improve the overall safety of Coach Road the following traffic calming measures will be undertaken:

LED speed signs

The LED speed sign located on Coach Road east of the intersection with Knox Terrace will be relocated further east along the road. A second LED speed sign has been installed on Coach Road south of The Parade.


Driveway link traffic control devices

Three driveway links will be installed on Coach Road in early 2023. See the diagram over the page for the

proposed locations of the new driveway links.

Due to the overall steep grade of Coach Road, options such as road (speed) humps and angled slow points are not appropriate solutions.

Driveway links are also installed with lighting that comply with all safety standards and codes.

Residents that live in properties adjacent to the driveway link locations will be contacted prior to any construction commencing.

Another safety option is to install street lighting on Coach Road. Council will consult with residents on proposed street lighting following the Local Government Election in late 2022.

Council will continue to liaise with South Australia Police to request that they include Coach Road as a location for regular monitoring and placement of speed detection devices.
