The City of Burnside will be undertaking a series of works over the next few years to improve accessibility to key facilities in Hazelwood Park.

In June 2021 a 70 metre long by 1.5 metre wide asphalt path was constructed between the Hazelwood Park carpark (at the West end adjacent to Davenport Terrace) and the disabled access toilet (located in the North-West corner of the park). In July 2021, a designated accessible parking space will be created adjacent to the new path.

BACKGROUND:

The City of Burnside has a responsibility under the Disability Discrimination Act 1992 (DDA) to provide access to premises for all people, including those with a disability.

Consistent with the Conservation Management Plan (CMP) for Hazelwood Park and Council’s Disability Access and Inclusion Plan (DAIP), Council recently engaged an expert to audit access to the public toilet facilities within Hazelwood Park against the requirements of the DDA. The audit outlined a number of actions required for Council to meet is legislative obligations in relation to DDA access. Key findings were to:

1. Provide an accessible path to the north-western toilet block to/from accessible car parking within main car park area

2. Provide an accessible path to the north-western toilet block to/from other accessible buildings on the site

3. Address gradients in relation to existing accessible car parking in the main parking area

4. Address existing paths in the site (through resurfacing and levelling)

5. Provide an accessible connection with the Greenhill Road footpath to path network within Hazelwood Park Reserve

6. Address some fit-out issues in relation to compliance within toilet buildings

Works Proposed

Works to address the above items will be undertaken progressively over the next few years. Below is a map summarising the works and proposed timings.

Path Works

Additional new trees will be planted in the tree planting season following completion of works to complement the new installations. No trees will be removed as a result of installation of the required paths, and alignments have been selected to minimise disruption to vistas within the park, while providing suitable access and incorporating water sensitive urban design principles.

The attached map shows indicative locations of the paths to be installed. The Disability (Access to Premises- Buildings) Standards 2010, and AS1428 Design for Access and Mobility, provide the requirements for the design of this path.

Paths are intended to be asphalt, which meet the requirements of the above standards, however there is opportunity for the community to provide feedback in relation to colour and any additional complementary landscaping suggestions.

Community Input – Path Colour

Option 1 – standard asphalt Consistent with other existing paths throughout Hazelwood Park. Cost estimate for three identified paths = $65,000

Option 2 – coloured asphalt, neutral colour tint May be considered to blend into landscaping better. Cost estimate for three identified paths = $100,000
