Background

With the changes occurring as part of the works on Portrush Road, Council sought the community's opinion on both the Thornbury Street and Oban Street connections to Portrush Road.

The results

Overall there was good support from residents for fully closing both Oban and Thornbury Streets. Although when considering the community feedback in the context of where directly affected respondents live, it was concluded that the full closure of Thornbury Street was strongly supported but the closure of Oban Street was not generally supported.

At their meeting on Tuesday 14 September 2021, Council supported the full closure of Thornbury Street at the intersection with Portrush Road to improve residential amenity and safety, to control through traffic and the removal of the street's road (speed) humps.

The road closure works will be undertaken by the Department for Infrastructure and Transport (DIT) as part of the Magill Road Portrush Road intersection upgrade. The removal of the road humps will occur at a later date by Council.

Further engagement with Thornbury Street residents will occur with regard to landscaping of the new road closure traffic islands. This will occur prior to the 2022 planting season.

Impact to waste collection

One consideration of the road closure is ensuring that Council's waste management subsidiary, East Waste, is able to undertake the weekly bin collection in Thornbury Street.

The closure of the road will limit the ability of waste trucks to safely turn around at the closed end of Thornbury Street. A turnaround area was considered however during the design process it was evident that this could not occur without the loss of two established jacaranda trees and this option would still require the truck to undertake at least a five point turn in this location.

The solution is that the East Waste truck will reverse into Thornbury Street from Verdun Street and collect all bins from one side of the street.

On Monday mornings parking restrictions will be in place on the northern side of Thornbury Street to accommodate waste collection with NO PARKING between 7 am and midday on that day.

Please place your waste bins for collection on the northern side of Thornbury Street once the closure has been installed. We apologise for any inconvenience this change may cause. After a reasonable bedding in period (ie several months) the arrangement will be evaluated with East Waste.

More information

Council will undertake a review of street parking demand on Oban Street and Verdun Street and consider if new parking restrictions are required.

Further engagement with affected residents would be undertaken prior to any changes.

Traffic will also be monitored in these streets, and the wider Beulah Park area, with a particular focus on traffic patterns following the completion of the Portrush Road / Magill Road intersection upgrae.

Oban Street and Thornbury Street, Beulah Park - Connections to Portrush Road

With construction underway at the Portrush Road and Magill Road intersection, Council is seeking feedback from residents on whether Oban and Thornbury Streets should be partially or fully closed at Portrush Road.

Background

As part of the reconstruction of the Portrush Road and Magill Road intersection, the Department of Infrastructure and Planning (DIT) will ban the left turn from Portrush Road into Thornbury Street. This ban will be put in place to reduce the likelihood of crashes due to south bound traffic merging from three into two lanes adjacent the intersection with Thornbury Street.

DIT will install a traffic island at the entrance to Thornbury Street (off Portrush Road), along with linemarking and signage. The left turn from Thornbury Street onto Portrush Road will be unaffected as part of the DIT road works.

In 2012 Council consulted with residents on the issue of cut-through traffic. At this time traffic management solutions were offered and residents chose to install road (speed) humps. The humps have had a beneficial impact on cut-through traffic however some non-local traffic still appears to be accessing Portrush Road via Verdun Street and Thornbury or Oban Streets.
