Consultation has concluded

** Update August 2023 **

The results of the Stage 2 engagement was presented to Council at their meeting on 22 August 2023. It was resolved that Council:     

1. Approves the implementation of one-way traffic flow along Winchester Lane from south to north between Hewitt Avenue and Eliza Lane, Rose Park.  

2. Notes that the Council will continue to monitor Winchester Lane with a particular focus on identifying illegal traffic flow with the support of SA Police.

** Stage 2 Engagement - 31 March 2023 to 24 April 2023 **

Following the feedback from residents on the impact of cut-through and on potential solutions as part of the Stage 1 engagement, a second engagement process was undertaken to seek feedback on a proposed solution.  

Council proposed to install a one-way traffic flow, with traffic permitted to travel from south to north only, on Winchester Lane between Hewitt Avenue and Alexandra Avenue.

The section of the lane north of Hewitt Avenue to Kensington Road would remain two way with ‘Local Traffic Only’ signage.

This proposal would:

• reduce cut-through traffic on Winchester Lane; and,

• ensure that the properties in the section of the lane north of Hewitt Avenue still have access to their driveways.

Council sought residents’ feedback on this proposal.

** Stage 1 engagement - 12 July 2022 to 5 August 2022 **

In response to concerns raised by Rose Park residents regarding cut-through traffic, the City of Burnside is seeking community feedback on the issue, and input on potential solutions.

Recent traffic surveys of Winchester Lane confirm that a significant volume of south bound traffic travels along the lane from Kensington Road to Alexandra Avenue during the afternoon peak.

These are likely motorists travelling from the city, who would otherwise turn right into Prescott Terrace from Kensington Road.

We’re seeking your input

To better understand the extent of this issue, Council is seeking your feedback on cut-through traffic on Winchester Lane.

Based on this feedback, there may be a need for traffic calming measures to be installed in Winchester Lane to ensure greater road safety for residents, pedestrians and motorists.

Council has identified suitable treatments and also seeks your input on whether you support these suggestions.

No treatments will be installed without further consultation with Rose Park residents.

Potential solutions

The traffic calming treatments that are most suited to the Winchester Lane road environment include:

  • Implementing a one-way traffic flow, with traffic permitted to travel from south to north only.
  • ‘Local Traffic Only’ signage, noting that this signage is not enforceable by SAPOL.
  • Additional road (speed) humps along the lane similar to the northern section of Winchester Lane.
  • ‘No Entry’ signage on Winchester Lane for south bound traffic at Kensington Road and Hewitt Avenue between 3 pm and 6 pm, Monday to Friday.

If Rose Park residents identify that cut-through traffic is affecting them, and there is support for traffic calming, Council will further consult with you to determine which treatment could be installed.

Approval from the Department of Infrastructure and Traffic would be required before any treatments could be installed on Kensington Road (eg ‘No Entry’ signs).
