What is there now?

The Garden is located on the corner of Kensington Road and Tusmore Avenue, Leabrook. Neighbouring the Garden is a shopping complex, the Regal Theatre, a medical centre and residential properties. Well-patronised bus stops are also located on the northern and western sides of the Garden.

The existing use of the Garden consists of three distinct areas - grassed open space, a plaza area with paving and raised garden beds and a car park.

Results of the consultation

Respondents to the consultation have told Council that they use the Garden for relaxation and as a cut-through from residential properties to access the shopping and service precinct on Kensington Road. Twenty eight per cent of residents who responded said they use the Garden on a weekly basis.

The features that the community identified as important for the Garden include more seating, a lawned area, a play space and more trees.

The community also indicated that retaining the three distinct areas within the Garden is favourable.

In the grassed open space area the respondents strongly support a new playground to be designed for a 4-7 year age group with a natural theme that features swinging, climbing, sliding and nature play. It was also requested of Council to consider skate park facilities.

The respondents said that a formal garden and grassed area, paving, and a picnic area are desirable in the plaza area, along with more trees and seating.

The respondents wanted the car park to be retained with a review of the existing parking conditions to be undertaken.

Acknowledgement of the Garden's history is important to the community, particularly in relation to Constable William Hyde.

Further information

Based on this feedback, Council has developed two concepts for the Garden which incorporate the feedback received from the community in August.

These are draft concepts only and contain example images of the elements that could form part of a future master plan.

Council is seeking your feedback on these concepts, which are shown below, and to guage which option you prefer.

Option 1

In Option 1 it is proposed to retain the grassed open space area and install a playground that features natural elements, a linked walking path and seating.

Fencing would be installed on the boundary between the Garden and Tusmore Avenue, Godfrey Terrace and the car park. The existing fence between the Garden car park and the medical centre car park will be replaced with bollards and a garden bed.

The plaza area will feature three small avenues of trees and a small grassed space. A memorial sculpture and inscriptions in sections of paving will commemorate Constable William Hyde.

Other elements proposed include more rubbish bins, a water fountain, shelter seats and bench seating.

Option 2

A small skate and scooter pump track, for children 10 years and under, and street skating elements are installed alongside a small play area with a sheltered picnic table, a linked walking path, toilet block and seating. The play area will feature mostly natural elements.

Fencing would be installed on the boundary between the Garden and Tusmore Avenue, Godfrey Terrace and the car park.

The plaza area will feature three small avenues of trees and a small grassed space. A memorial sculpture and inscriptions in sections of paving will commemorate Constable William Hyde.

Other elements proposed include more rubbish bins, a water fountain, shelter seats and bench seating.

What happens next?

The master plan option supported by the community will be presented to Council for consideration at a Council Meeting in early 2018. If endorsed the master plan will guide the future management of Constable Hyde Memorial Garden.

    In August 2017 Council undertook an engagement process to determine the community aspirations for the Constable Hyde Memorial Garden. Council sought inputs on the potential upgrade of the space, including what elements the community want included in any future planning for the Garden.

    Based on this feedback Council developed two draft concepts for the Garden and a second community engagement process was undertaken in November 2017 to seek feedback on these concepts that could form part of a master plan.

    The community supported a concept plan that retains the grassed open space area, includes a playground with natural elements, a linked walking path, seating and two new picnic tables; a redeveloped plaza area with small avenues of trees, a small grassed space and a memorial sculpture with inscriptions in sections of paving to commemorate Constable William Hyde. Based on these concepts a detailed design will be developed with construction expected to start in May 2018.
