The winners of the 2022/23 round of Your Neighbourhood Budget have been announced. Five community projects will be installed by Council as a result of public voting.

Your Neighbourhood Budget is a participatory budgeting program in which residents nominate ideas for the community to then have an opportunity to vote on.

As voted on by local residents, the five projects which will be delivered are:

  • Landscaping, park south of the Botanica apartment complex in the Glenside development, Eastwood ($1,000).
  • Heart defibrillator, Tusmore Park wading pool, Tusmore ($3,000).
  • Rock Swap Shelf, Tusmore Park, Tusmore ($200).
  • Shelter, Kensington Wama/Kensington Gardens

Have you ever thought of great and creative ideas that would improve your experience at your local park? Can you suggest improvements to community spaces or buildings in Burnside?

Your Neighbourhood Budget is a participatory budgeting process. Council is seeking nominations from the community for projects and events to be completed or run on community land such as parks, reserves, road verges and community centres in the City of Burnside. These projects will be installed, maintained or run by Council in conjunction with you.

What is Participatory Budgeting? 

Participatory budgeting is a different way to manage public money, and to engage people with local government, by giving community members the chance to vote on how to spend part of a public budget.

Every year the community contributes to the creation of Council's business plan and budget via the Annual Community Survey (in November) and the Annual Business Plan and Budget engagement process (in May).

Your Neighbourhood Budget is another opportunity for the community to have a say in how some of their rates are spent.

In 2022/23 $40,000 has been allocated towards the implementation of small projects and events on Council land. Council will construct all successful projects and run all events, in line with the community's submission and in conjunction with the successful applicants.

What kind of projects are eligible?

Any capital works project or event is eligible. However, design work and research is not. Creative ideas or suggestions that will improve the community experience of a public place are eligible. See below for the assessment criteria.

Some possible ideas include edible pocket gardens, little libraries, water fountains, benches, rubbish bins, picnic benches, bike racks, possum boxes, native bee hotels, barbecues, markets or workshops.

How will my application be assessed to go into the voting stage?

Council staff will review your application against the assessment criteria. Council will also need to take into account any impacts on the local area and community. If submissions do not meet the criteria, Council staff will work with you to improve your submission. Submissions must pass these criteria to progress to the community voting stage.

How are the winning projects selected?

Each resident/ratepayer will be able to select their two favourite ideas that they want installed or run. The most popular that fit within the $40,000 budget will be delivered by Council.

Applications open Monday 28 February and close Friday 8 April 2022. Voting will be occur on this site, engage.burnside.

Things to keep in mind

Council will be available to provide guidance and advice to help you with your submission. It is important that you consult with Council's Strategic Projects Officer, Kelly Burns, for information about the location you select for your project, and the costs of materials, by phone on 8366 4200 or kburns@burnside.sa.gov.au

Who can apply?

Everyone is encouraged to submit a suggestion. All that is required is a clever idea that meets the criteria. Individuals, community groups, schools and businesses are all eligible to apply.

Voting is only open to City of Burnside residents and ratepayers.

    To have the best chance of receiving a grant, you should try to make sure your idea meets as many of the following criteria as possible:

    Infrastructure or Event

    Your submission must be either for infrastructure (eg a bench, fence, little library) or for an event which is open to all members of the community (eg workshop). Submissions for design work, consultation or research are not eligible. Events or workshops may be nominated. Council will run these events based on your idea, and will involve you where possible.

    Cost

    Each individual submission must not exceed $20,000. The cost must include the price of materials and installation. Talk to Council for more guidance on how much projects and materials cost.

    Safety and risk

    Your proposal must take into account the safety, or risks to safety, of the community - in particular who will use or pass by the project.

    Location - The effect on future Council works/plans

    Any public location within the City of Burnside (not on State/Federal Government land or private properties) such as parks, reserves, road verges and community centres, could be an eligible location for a project.

    Talk to Council to investigate the future plans for your chosen location. Some areas of Council are due for upgrades in coming years, so may not be suitable for some projects. If your suggestion is at a location which is due for future Council works, we will try to negotiate a different location with you.

    Multiple submissions for one location: it is possible that a number of unique submissions are made for one location within the City of Burnside. All will be assess separately against the assessment criteria, and progressed to voting if eligible. However, a maximum of two submissions for a location will be constructed/run, regardless of voting outcomes, to ensure a spread of budget and infrastructure/events throughout Council.

    Links to Council's strategic priorities

    Council's 'Burnside 2030 Strategic Community Plan' sets out a vision for our City for the next 10 years and gives directions to guide Council and the community towards achieving it. Your Neighbourhood Budget projects that help deliver on these priorities will be assessed favourably.

    Council has a number of other strategies that guide Council and the community. These strategies are available on our website (burnside.sa.gov.au/About-Council/Plans-Reports/Council-Strategies). We will check that suggestions align with the relevant strategies and will work with you to alter your suggestion if required.

    Submissions must be consistent with the Climate Change Emergency, and must not increase Council's waste and water costs frivolously.

    Time frames

    Projects must be able to be implemented within a 12 month time frame from 1 July 2022.

    Maintenance

    Council staff will be required to maintain the project for its life span, so cost and ease of maintenance must be considered. Talk to Council to investigate what these costs may be for your project.

    What types of things are ineligible?

    Everyone should be able to enjoy what you create. This means your idea shouldn't be exclusive to members of a particular club or group, or in a space that isn't publicly accessible the majority of the time.

    Other activities that are not eligible for funding include:

    • Major infrastructure or building repairs or upgrades.
    • Items in Council buildings which are covered under Council's ongoing building maintenance program.
    • Non-complying forms of development or land uses.
    • Projects, venues, or facilities already currently funded, supported or subsidised by the City of Burnside.
    • Maintenance works, such as pruning vegetation.
    • Design or research projects.
