What are the assessment criteria?

To have the best chance of receiving a grant, you should try to make sure your idea meets as many of the following criteria as possible:

Infrastructure or Event

Your submission must be either for infrastructure (eg a bench, fence, little library) or for an event which is open to all members of the community (eg workshop). Submissions for design work, consultation or research are not eligible. Events or workshops may be nominated. Council will run these events based on your idea, and will involve you where possible.

Cost

Each individual submission must not exceed $20,000. The cost must include the price of materials and installation. Talk to Council for more guidance on how much projects and materials cost.

Safety and risk

Your proposal must take into account the safety, or risks to safety, of the community - in particular who will use or pass by the project.

Location - The effect on future Council works/plans

Any public location within the City of Burnside (not on State/Federal Government land or private properties) such as parks, reserves, road verges and community centres, could be an eligible location for a project.

Talk to Council to investigate the future plans for your chosen location. Some areas of Council are due for upgrades in coming years, so may not be suitable for some projects. If your suggestion is at a location which is due for future Council works, we will try to negotiate a different location with you.

Multiple submissions for one location: it is possible that a number of unique submissions are made for one location within the City of Burnside. All will be assess separately against the assessment criteria, and progressed to voting if eligible. However, a maximum of two submissions for a location will be constructed/run, regardless of voting outcomes, to ensure a spread of budget and infrastructure/events throughout Council.

Links to Council's strategic priorities

Council's 'Burnside 2030 Strategic Community Plan' sets out a vision for our City for the next 10 years and gives directions to guide Council and the community towards achieving it. Your Neighbourhood Budget projects that help deliver on these priorities will be assessed favourably.

Council has a number of other strategies that guide Council and the community. These strategies are available on our website (burnside.sa.gov.au/About-Council/Plans-Reports/Council-Strategies). We will check that suggestions align with the relevant strategies and will work with you to alter your suggestion if required.

Submissions must be consistent with the Climate Change Emergency, and must not increase Council's waste and water costs frivolously.

Time frames

Projects must be able to be implemented within a 12 month time frame from 1 July 2022.

Maintenance

Council staff will be required to maintain the project for its life span, so cost and ease of maintenance must be considered. Talk to Council to investigate what these costs may be for your project.

What types of things are ineligible?

Everyone should be able to enjoy what you create. This means your idea shouldn't be exclusive to members of a particular club or group, or in a space that isn't publicly accessible the majority of the time.

Other activities that are not eligible for funding include:

  • Major infrastructure or building repairs or upgrades.
  • Items in Council buildings which are covered under Council's ongoing building maintenance program.
  • Non-complying forms of development or land uses.
  • Projects, venues, or facilities already currently funded, supported or subsidised by the City of Burnside.
  • Maintenance works, such as pruning vegetation.
  • Design or research projects.
