The City of Burnside proposed an update to the planning policies for the Local Heritage Place at 24 Romalo Avenue, Magill.


This update will help protect and celebrate the historic features of the property.

Romalo House and its two stone barns are a beautiful example of a 19th century estate and are an important part of Burnside’s history.
Why we’re updating the planning policies
•The current Planning and Design Code needs to be updated to include more accurate information about the property’s heritage features.
•These updates will ensure that any future changes or developments, including demolition, go through the correct approval process.
•This helps us make sure that the property’s historic character is preserved and respected.
What’s being proposed
•Update the Local Heritage listing to better reflect the full extent of the heritage features.
•Apply the Historic Area Overlay to provide clearer guidance for landowners and developers.
•Introduce an Historic Area Statement for the Romalo House Complex.
What this means for property owners
•These changes won’t stop development, but they will make it clearer how to plan future work in a way that protects and enhances the heritage value of the site.
The City of Burnside has a long history of caring for its heritage places, and this proposal is another step in protecting our shared history for generations to come.
About the Romalo House Complex Code Amendment
This Code Amendment proposes to:
•Update the Local Heritage Place listing to include two historic stone barns and other important features on the property; and
•Apply the Historic Area Overlay to the site to help guide any future development and protect its historic character.
Early Commencement
To help protect this important heritage place, the proposed changes will take effect straight away.
This early start ensures that the heritage features of Romalo House and its surroundings are safeguarded while the full Code Amendment process is completed.
By doing this, the City of Burnside is taking proactive steps to protect the property from development that might not align with the proposed heritage protections, helping to preserve this special part of our community’s history for the future.
What happens next?
Council will review the feedback from this consultation and provide recommendations. The feedback will also be made available on the PlanSA website(External link). The Minister for Planning will make the decision on the outcome. Council will write to those who make a submission to share the result.

The Planning and Design Code (or “the Code”) is a single set of planning rules used across South Australia. It helps guide how land can be developed and ensures growth happens in a way that suits each local area.
A Code Amendment is a proposal to change or update parts of the Code - such as its policies, rules, or maps - to make sure future development is assessed fairly and accurately.
Local Heritage Places are buildings, structures, or sites that have important historical value to a community. They help tell the story of our area’s past and are listed in the Local Heritage Place Overlay of the Code.
The Historic Area Overlay identifies neighbourhoods or areas that have a special historic character worth preserving. Each of these areas has a Historic Area Statement, which highlights the key features that make the area special and provides guidance for any future development.
