Creating a long term vision to conserve and manage Hazelwood Park

Hazelwood Park will be an accessible place for everyone; its existing recreation, environmental, habitat and amenity qualities will be carefully maintained and enhanced. It will connect with the community where recreation supports healthy living and community well-being. It is a place that will be well-loved into the future.

Why do we need a plan?

The City of Burnside has a responsibility to conserve and maintain this State Heritage listed park now and into the future. The draft Hazelwood Park Conservation Management Plan (HPCMP) is a guide for how this conservation and maintenance will be undertaken.

The draft HPCMP gives an overview of all aspects of the park and includes:

• a park overview - what is in the park now.

• a record of the history of the park - the importance of
the park to the community and the background on how
State Heritage listing was applied.

• a plan for the future - what elements of the park are
important to be retained and maintained for decades to
come.

• a detailed description of the layers of the park - the
trees, the creek environment, recreation spaces,
ecology and habitat, lighting, car parking, buildings
and the surrounding streets.

This draft plan will enable Council to define and develop vegetation management plans; write technical guidelines to manage and preserve the elements of the park for the future; undertake detailed tree value and risk assessments; and, identify opportunities to enhance and preserve existing park elements and plan for future use.

Why are you contacting me?

Extensive community consultation has been undertaken over the past six months including, a city wide survey of Burnside residents, an open day at the park, and a second survey to further explore ideas and community opinions. From this feedback a draft HPCMP has been developed.

Council is now asking you to provide feedback on the draft Hazelwood Park Conservation Management Plan that aims to incorporate community aspirations for the park, and to enhance the natural ambience and character of the park.

This is an additional opportunity for input into refining the conservation and rejuvenation ideas outlined within the draft plan.

The purpose of the Hazelwood Park Conservation Management Plan is to develop a long term vision for Hazelwood Park that reflects user and community aspirations and enhances the natural ambience and character of this State Heritage Listed Park.

The Plan provides a strategic tool to help guide and inform management decisions that reflect the Park’s State Heritage listing, fosters vitality with the retention of historic and natural informal character features, improves access and welcomes evolving community interactions and values.

The Draft Hazelwood Park Conservation Management Plan was open for community engagement from 29 June to 27 July 2016.

During this period, an Open Day was organised at Glenunga Hub to provide interested parties with the opportunity to review the draft Plan and seek clarification from the project team and also submit comments.

There were many elements of the draft Plan that received high levels of support:

    · Proposed plan for trees.

    · Creation of a small footbridge across First Creek between the southern fence of the Swimming Centre and Greenhill Road.

    · Investigations into a new hedge or fence adjacent to Greenhill Road.

    · Replacement of existing lights by more efficient modern lighting technology against the primary pedestrian pathways.

    · Measures to prevent vehicle access to the Park in a non-controlled way (but no large scale use of bollards).

    · Modest signage.

There was general support in respect to the Implementation Strategy.

The Hazelwood Park Conservation Management Plan aligns with the following desired outcomes of the City of Burnside’s Strategic Community Plan:

    · A range of high quality sport and recreational opportunities and facilities that foster healthy lifestyle pursuits.

    · Sustainable, engaging and functional community public spaces and streetscapes.

    · Natural environments and watercourses protected and conserved in both the Hills Face and the Plains.

    · Conservation and enhancement of the historic character of the City.

The Hazelwood Park Conservation and Management Plan was adopted by Council on the 23 August 2016. To view this Plan please view the Document Library to the right hand side of this screen.
