Proposed Lease Clubrooms on Tregenza Oval

The outcome of this engagement was presented to Council at a meeting on 27 October 2020 where it resolved (C12674):

That Council:

1. In the absence of a policy position on the matter, to enable the Old Collegians Rugby Football Club Inc some assurance of financial support, allocate $350,000 toward project works associated with clubroom refurbishments, to be included in the draft 2021/22 Annual Business Plan and Budget process.
2. Continue to work with the Club to seek external funding opportunities, particularly through State and Federal Stimulus funding programs to cover the remainder of the project build cost.
3. Develop a Council Contributions to Community Facilities Policy in relation to evaluating funding requests for the upgrade of existing or new community facilities, with the policy presented to Council for consideration and endorsement prior to consideration of the draft 2021/22 Annual Business Plan and Budget.

BACKGROUND

Pursuant to section 202 of the Local Government Act 1999, the City of Burnside is consulting with the community to ask if a proposal by the Old Collegians Rugby Union Football Club Inc for a new long-term lease over the clubrooms on Tregenza Oval Linden Park, with a term of up to 25 years, is acceptable.

History of the Club

The Old Collegians Rugby Union Football Club Inc (the OCRC) was originally formed in 1937 and is located within Tregenza Oval, Linden Park between Laurel Avenue and Tamarack Avenue.

An asset survey indicates that the OCRC’s clubrooms were opened in 1972, with the changerooms subsequently completed in 1977. The concrete balcony to the northern end of the clubrooms was added in the mid-1990’s and enclosed a few years later to provide additional shelter.

Currently the OCRC occupies the clubrooms pursuant to a five year lease which is due to expire on 31 December 2021.

What is proposed?

The OCRC is proceeding with a refurbishment of the existing clubrooms and proposes to extend the building to incorporate dedicated female changerooms. As a consequence, the OCRC is seeking a long term lease over the clubrooms on Tregenza Oval, Linden Park.

Why are Council consulting?

At its meeting on 28 April 2020 Council endorsed the commencement of a community consultation process on a proposed long-term lease over the clubrooms for the OCRC, with a total term of up to 25 years. This letter and survey forms part of this community consultation process.

As the site is classified as ‘Community Land’, and the term requested exceeds five years, Council is required to notify the community of this lease proposal and seek any feedback or comments on this proposal.
