Precinct Plans for Dulwich, Rose Park, Toorak Gardens, Frewville, Glenunga and Eastwood

The community consultation results and the draft Precinct Plan were presented to Council on 17 March 2026.

It was resolved that Council:

1. Adopts the Precinct Plan for Dulwich, Rose Park, Toorak Gardens, Frewville, Glenunga and Eastwood as a strategic framework to guide current and future traffic management, streetscape and active transport improvements that are critical for the safety of the Eastwood community.
2. Notes the outcomes of community consultation undertaken between 27 October and 28 November 2025 and the revision made to the draft Precinct Plan in response to that feedback, as summarised in Attachment 2 in Report No: 2026-162 and
3. Resolves to retain the proposed trial road closure of Main Street within the Precinct Plan to enable Council to proceed to statutory notification under section 32 of the Road Traffic Act 1961, providing a more targeted consultation process focused on the proposed road closure, ensuring affected ratepayers in Eastwood are directly notified in accordance with legislative requirements, and enabling Council to make a full informed decision on whether the proposed trial should proceed for six (6) months.
4. Requests the Chief Executive Officer to:
   1. Undertake the statutory notification and consultation process required under section 32 of the Road Traffic Act 1961 in relation to the proposed Main Street road closure trial; and
   2. Report back to Council on the outcomes of that consultation including options for whether to proceed with, amend or discontinue the proposed trial.
5. Notes that any decision to implement a trial road closure, or to make a road closure permanent, will be subject to a further report and resolution of Council.

An engagement process will soon commence to undertake a trial closure of Main Street, Eastwood.

Community consultation on the draft Precinct Plan for Rose Park, Dulwich, Toorak Gardens, Frewville, Glenunga and Eastwood is complete, and a summary engagement report is being prepared.

Council is developing suburb specific Precinct Plans that highlight the actions Council intends to take to improve local transport safety, accessibility and liveability.

The Precinct Plans will address existing traffic and road safety issues and also propose opportunities for improvements to the streetscape, access to local places of interest, and to the environment.

In November and December 2023, the Council sought community input to understand local transport safety, accessibility and liveability issues, concerns and opportunities in Dulwich, Rose Park, Toorak Gardens, Frewville, Glenunga and Eastwood.
